Sew the wire inside the coat with the lights sticking through it and put the batteries in a pocket.You could also embellish it by sewing on little tufts of another fabric like tulle, or reflective tape, or stars or small plastic animals!
If you do want to dye it, make sure to get dye that is appropriate for polyester. You may want to consider fabric paint as an easier alternative.
